In July 1909 Baden-Powell established a monthly publication for adult Scouters titled Headquarters Gazette. Baden-Powell wrote
in almost every issue. The Gazette was renamed The Scouter in 1923. It was edited from 1911 by H. Geoffrey Elwes.

Some references directly relating to Cambridge and Cambridgeshire Scouts have been taken from the pages of the Headquarters Gazette and later the Scouter.
